William Charles Ratcliff was born on May 12, 1985, in Baton Rouge, Louisiana to Tommy and Mary Ann Ratcliff. Will spent the first 8 years of his life in his dad’s hometown of Liberty, Mississippi. Then, his family moved to McComb, Mississippi. He became a member of JJ White Presbyterian Church. While there, he was a Boy Scout and earned his Eagle Scout.

He was born on September 19, 1936 in Talmage, Nebraska to Merlyn Carl and Virginia (Lewis) Osborn. Merlyn worked for many years as a clerk in the city office in Talmage.
